• To carry out the sentence imposed by a recognized legal process;
• To provide a safe and decent regime to help rehabilitate offenders so that they can lead useful and purposeful lives while in prison and upon release**.

In practice, these objectives dictate that correctional operation, administration, and management considerations must be incorporated as early as possible into the prison planning process. Without sufficient attention to operational implications, prison staff will often be constrained by suboptimal infrastructure and obliged to act in violation of international norms and national policy.
